MEMORANDUM.

The Ministry of Foreign Affairs present their

compliments to His Majesty's Legation and have the honour

to acknowledge receipt of a memorandum dated the 1st

March, suggesting that Maritime Customs preventive

vessels might assist in the suppression of piracy.

The Ministry of Foreign Affairs have the honour to

state in reply that the Ministry of Finance, to whom the

matter was duly referred for consideration and action,

have now replied as follows:-

"The Ministry of Finance have the honour to

"state that Article 3 paragraph 2 of the Regulations

"governing the capture of Pirates and the Protection

"of Vessels, promulgated in January 1934 by order of

"the Executive Yuan, reads (in translation) 'Revenue

"'cruisers (preventive vessels) of the Maritime Customs

"'and Salt Gabelle shall immediately communicate to a

"warship or to the Coastguard Service any report as

"Ito an alarm of pirates, or any information regarding

"the movements of pirates, which they may receive.

"They shall also co-operate with any coastguard vessel

"*which makes request on the spot for assistance'.

"Again, Article 5 of the Regulations reads 'Ships of

"the Chinese Navy on receipt of an 5.0.5. message

"sent out by a merchant vessel, shall be responsible

"for/
